) Governance Models Continued Deliberations (7:10-8:50 pm) 

  1. Executive Mayor vs City Manager form of government

     Matrix of Government Powers & Authority - Revised 1-23-22(1) (1)

  1. Other Governance proposals in the Agenda Minutes & Materials 


2.) City Council Redistricting proposal will get a First Read and move onto to public hearing, deliberation and vote at a later date. (8:50-8:55 pm)

  1. Thirteen (13) member City Council from current 9 members
    1. Ten (10) Districts or Wards
    2. Three (3) At-large seats with separate Mayor 

3.) Expenditures to date for Charter Commission to be discussed

  1. Approved budget of $75,000

Review of Last Week's Meeting on March 9, 2022

1.) Governance Models discussion and public comment followed by decision to table the matter to next week's meeting with possibility of hiring a facilitator.

2.) Non-citizen Voting would give voting rights to residents regardless of citizenship or immigration status was approved in spite of repeated warnings from Commission's legal counsel that it is not legal under Maine's Constitution.

3.) Increase Council Salary from current $6,947 plus health and pension benefits to $17,900 plus benefits failed on a tie vote of 6-6.

4.) First Reads on Participatory Budgeting and Clean Elections proposals. Back for a public hearing, deliberations and vote at later date.

5.) Social Media Policy discussion and memo from legal counsel stating that “it would be prudent to be careful about social media use and behavior to avoid litigation against the official and the City.
